372.13(6) of the State Code of Iowa (Minutes Publication)

6.  Within fifteen days following a regular or special meeting of
      the council, the clerk shall cause the minutes of the proceedings of
      the council, including the total expenditure from each city fund, to
      be published in a newspaper of general circulation in the city.  The
      publication shall include a list of all claims allowed and a summary
      of all receipts and shall show the gross amount of the claims.  The
      list of claims allowed shall show the name of the person or firm
      making the claim, the reason for the claim, and the amount of the
      claim.  If the reason for the claims is the same, two or more claims
      made by the same vendor, supplier, or claimant may be consolidated if
      the number of claims consolidated and the total consolidated claim
      amount are listed in the statement.  However, the city shall provide
      at its office upon request an unconsolidated list of all claims
      allowed.  Matters discussed in closed session pursuant to section
      21.3 shall not be published until entered on the public minutes.
      However, in cities having more than one hundred fifty thousand
      population, the council shall each month print in pamphlet form a
      detailed itemized statement of all receipts and disbursements of the
      city, and a summary of its proceedings during the preceding month,
      and furnish copies to the city library, the daily newspapers of the
      city, and to persons who apply at the office of the city clerk, and
      the pamphlet shall constitute publication as required.  Failure by
      the clerk to make publication is a simple misdemeanor.  The
      provisions of this subsection are applicable in cities in which a
      newspaper is published, or in cities of two hundred population or
      over, but in all other cities, posting the statement in three public
      places in the city which have been permanently designated by
      ordinance is sufficient compliance with this subsection

Need Complet Minutes to be published!

It is amazing how much public information the City Clerk leaves out of the Council Minutes!

Not only are the Council Minutes are not signed by the City Clerk and Mayor, the list of receipts and expendatures aren't in the Minutes either!

Either the City Clerk can't read or doesn't really Care! 

City Council Meeting Minutes

I am glad that you bring this up Dennis. It is very obvious that the City Clerk blantanley leaves out information from the Council Meeting Minutes and works it to her benefit. Nothing is EVER written in the minutes as to the information given to the Council Members and Mayor regarding the City Clerk's past dealings with other City Offices and terminations as well as concerncs over current billing issues that about 80% of the residents living in Lorimor have and continue to question her as well as the Council, without any answers given. The most recent statement left out is the questioning of the said $120,00.00 in RECOVERED debt that Council Member Dave McMillen claimed that the City Clerk had recovered, yet no documentation has been produced to support this. Also, the October minutes were not sent out in October billing, instead the September minutes were once again included in the mailing, how convenient that this was done right before the November 3rd Election. Several points were made in the October meeting addressing billing issues and concerns, along with Council Member Dave McMIllen stating that he was mad at the September meeting, therefore made up the $120,000.00 in supposed recovery of outstanding debt. To answer the other statement you made, the City Clerk clearly is not able to read or write proper English, which is obvious by anyone sitting in on the Council Meetings or reading the City Council meeting minutes. She also doesn't care and has been hiding information from the Community Members and keeping them in the dark on issues at hand.

My question is, why does the current City Council and Mayor continue to demonstrate gross neglegence in regards to the City Clerk and her actions????

The city council minutes are the worst minutes of any meeting I have ever read.  They tell you absolutely nothing! The sentences/subjects run together and they do not make any sense at all.  After reading these minutes you do not have any idea what actually went on during the meeting. Seriously, tho we need to make drastic changes in the way the city council is ran and the way the office is being handled. We have the perfect opportunity to make those changes.....but we need you to vote Tuesday, November 3rd.
